In order to ensure an efficient and effective transition from APPA’s Registration Certificate authorisation regime to the Air Quality Act’s (AQA) Atmospheric Emission Licensing regime, the new Licensing Authorities must, in the short-term, at least provide the same, or a better service, as the department has provided since 1965 and, in the medium- to long-term, provide a far better service. To this end, and like an Olympic relay team, all members of the team must be ready to win this race and, to do this, the passing of the authorisation baton must be slick and flawless. The 2008 Annual Air Quality Governance Lekgotla aims to kick-start the process of turning all air quality officers into an Olympic quality air quality licensing relay team.
Lekgotla Objective
All government air quality managers, through the knowledge of what can and should be done gained during the Lekgotla,
are inspired to build, strengthen and/or fine-tune emission licensing capacity that is commensurate with the air quality problems in their jurisdiction with a view to a seamless APPA-AQA authorisation transition.
